The jacket doesn't necessarily have a warmth rating because everyone's idea of being warm varies! However, it is insulated with 150g of insulation in the body and 100g in the sleeves. It would be ideal for NE winters because it is waterproof (10,000mm) and breathable. You can always layer underneath for those really cold days. And yes, the item can be returned to any store if it doesn't fit.
